An ABAWD is any individual who:
  • is mandatory E&T (therefore not pregnant)
  • is age 18 - 49 (until s/he reaches age 50)
  • has no dependent children in the AU
  • not physically or mentally unfit for employment
Step 1
Identify Mandatory E&T participants

    REMEMBER, individuals who are exempt from E&T participation include those who are:

  • Under 16 years of age
  • Age 16 and 17 and not the Head of AU
  • Age 60 or older (ELDERLY)
  • Enrolled at least half time in any school or training
  • Caretakers of a child under age 6
  • Caretakers of an incapacitated individual
  • Temporarily or permanently incapacitated
    • Temporarily ill/unfit for employment based on medical verification
    • Temporarily ill/unfit for employment based on worker observation
    • Receiving disability benefits - SSI, RSDI, 100% VA, Railroad Retirement, Workers Compensation, etc. 
    • In the process of applying for SSI (application pending)
    • pregnant
  • Working an average of 30 hours per week or earning the equivalent of 30 x federal minimum wage per week, self-employed
  • VISTA volunteers
  • Seasonal (migrant or non-migrant) farm workers under contract to begin employment within 30 days)
  • Substance Abuse certified program participants
  • Receiving UCB (or have applied for or been approved for UCB)
  • Already referred to TANF/EMPLOYMENT SERVICES
Step 2
From the E&T mandatory participants, determine whether these individuals are ABAWDs based on the other three requirements.
  • age 18-49 (until s/he reaches age 50)
  • no children under 18 in the AU
  • not residing in an ABAWD exempt county or city
